New Report Exposes Smear Tactics Against UNRWA
As the people of Gaza continue to suffer from starvation and lack of shelter and medical care, the exclusion of UNRWA is justified by innuendo and unproven allegations.
Washington, DC, October 27, 2025–A stunning new report responds to allegations that the United Nations Relief and Works Agency (UNRWA) was connected to Hamas and even to the attack on Israel of October 7, 2023. The report, Smearing UNRWA: Exposing False Claims demonstrates how anti-Palestinian NGOs have distorted UNRWA’s record and actions, leading to the organization being unable to deliver desperately needed assistance just when Palestinians in Gaza needed it the most.
U.S. Secretary of State Marco Rubio echoed Israeli talking points when he called UNRWA a “subsidiary of Hamas.” This is a direct attack on UNRWA’s neutrality, but impartial investigations of UNRWA have concluded that UNRWA has made herculean efforts to maintain its neutrality despite operating in an unusually precarious position between Israel and the Palestinian people since its inception.
“UNRWA has been attacked for many years from different sides and for different reasons,” the report’s author, Mitchell Plitnick said. “Whether it was Israel, the United States’ Congress, or, on many occasions, Palestinians, UNRWA has always weathered the criticism and delivered its services to the best of its ability.
“But after October 7, 2023, accusations surfaced that UNRWA had cooperated with Palestinian militant groups, including Hamas, in actions that amounted to war crimes on that day” Plitnick continued. “No such allegations were ever proven, but a number of parties, including some international NGOs, like UN Watch, issued numerous reports claiming to offer that proof. ‘Smearing UNRWA’ takes some examples from several UN Watch reports to demonstrate that these accusations are built on innuendo, distortions, guilt by association, and, in some cases, incorrect information.”
